Florida Insurance Consumer Advocate Robin Westcott is holding the second of three meetings today to develop legislation to fight personal injury protection insurance fraud.

Several speakers and a panel of insurance company representatives, attorneys and health care professionals plan to discuss the types of health care clinics that perpetuate fraud, billing or payment processing issues that could be changed to reduce fraud and how the alternative dispute resolution process can be improved to reduce lawsuits.

Personal injury protection, or PIP, pays medical bills for policyholders injured in auto accidents, regardless of which driver is at fault. It's intended to protect Floridians who don't have health insurance and to avoid lawsuits and their costs for minor injuries. Florida drivers are required to carry $10,000 worth of coverage.

The workshop is from 9 a.m. to 4 p.m. and can be viewed live online.

Friendly for Facebook is a free, third-party app for the iPad. But many users of the social networking site are eager to have an app directly from Facebook itself.

Along with a new iPhone likely to be unveiled next Tuesday, Apple may also introduce the Facebook for iPad app, something users of the tablet have long been hankering for.

"In addition to the iPad app, Facebook is also expected to release a revamped version of its iPhone app, and may unveil an HTML5-based mobile app marketplace," said Mashable.

While iPad users can access Facebook via the Safari Web browser on the tablet, an app geared to viewing photos and videos on the social networking site, as well as making the most out of Facebook's new features, including Timeline, might make it one of the most popular apps ever for the iPad.

There is a third-party app, Friendly for Facebook, which is free, and Friendly Plus for Facebook (99 cents), which offers a decluttered Facebook experience for the iPad.

Facebook has yet to confirm it's got an iPad app in the works, but a version was leaked some months ago to TechCrunch, and separately, a Facebook engineer working on the app recently quit, partly out of frustration in the delay of getting the app out.

Mashable quoted "two sources familiar with the situation," who said that the Facebook iPad app delay has been in part, a "combination of timing and a strained relationship with Apple. It?s no secret that the two companies have been at odds over various issues during the past two years."

Facebook's strained relationship with Apple??is "warming up, however, thanks to the shared goal of beating Google ? and the simple fact that Facebook and Apple may need each other," Mashable said. Maybe they won't be best pals, but maybe it will be enough to "friend" each other, at least in this case.

Credit Card Debt Relief Tips

The good news is that credit card debt in our country is way down from its pre-financial crisis high. Yet, the average household still owes more than $9,000 on their credit cards paying an average of 23% interest. Ouch! And, with interest rates expected to climb over the next few years, the pain will only get worse. Death by credit card debt (Yes, there are actual studies that show high debt can be a cause of fatal, stress-induced health problems) can be excruciatingly slow and suffocating. Now is the time to, once and for all, to get credit card debt relief.

While it may not be reasonable to expect a cold-turkey approach to kicking the credit card habit, there are some very reasonable and practical steps that can give you the upper hand. The more of these steps you can implement, fully, then the more quickly you can take control of your debt.

Just Say No

You can stop using credit cards. It?s easy if you apply your finances to a strict budget. Of course, the goal is to pay as many of your expenses as you can with cash. Budgeting means prioritizing your cash flow so that it covers all your essential expenses. If you don?t have enough cash flow left over for non-essential purchases, then they shouldn?t be purchased. Most people use their credit cards for these non-essential purchases, and they are often impulse purchases. By finding less expensive forms of entertainment, cutting out $3 coffee, and bagging your lunch you can easily save $100 to $300 each month that can be applied to debt reduction.

Formalize Your Debt Reduction Plan

Set goals and target dates for each credit card. Create a spreadsheet to track monthly progress, and then go to work paying off your high interest cards first. It is important to always make more than just the minimum payment on all of your cards, so make sure your budget (see above) is prioritized for that.

Shred Your Cards

It?s almost a good enough reason to go out and buy a shredder (purchased with cash of course). You?ll get a lot more satisfaction watching and hearing your cards pulverized into slivers instead of just snipping them in two. You don?t have to destroy all of your cards, but you certainly don?t need more than two, and those should just be used for emergencies. Getting rid of your credit cards entirely will help you reduce your debt potential and help you start moving into an improved FICO credit score range.

Trade Down

In many cases, people can trace their credit problems to those tempting 0% balance transfer offers. It typically resulted in more debt and more cards. If you can commit to a disciplined approach to them, you can consider opting in on a balance transfer offer on your high interest cards only (the ones that you shredded). But you need to watch the 0% interest expiration. As long as the permanent interest charge is lower than the card from which you transferred the balance, you?ll be in a better position.

Consolidate your Debts

If you are one of the few people who still have equity in your home, you could consider a home equity loan or line of credit to pay off your high interest debt. A disciplined approach to this would be to maintain, as best as you can, the same level of payments you were paying on the credit card accounts. This way, you will be able to more quickly increase your home equity to its original level. Also, it is important to consider whether a second mortgage on your home makes sense in the current housing market. If you?re not underwater now, you want to prevent that from happening.

GOP candidates spar on Social Security in debate (AP)

TAMPA, Fla. ? Former Massachusetts Gov. Mitt Romney and Texas Gov. Rick Perry have sparred over Social Security's future during Monday's Republican presidential debate, with each pointing to passages in the other's book that could be damaging in a general election.

Perry has defended calling the entitlement a "Ponzi scheme", a characterization of fraud that Romney calls "unnecessary, over the top" language that scares seniors, a key voting bloc.

Perry says others have used similar language to describe the program and says Romney was just as reckless when he likened the program to a criminal enterprise in his book.

Perry says he would guarantee the program for older Americans but adds that the program needs to be adjusted for younger workers. Romney says the program is essential and is vowing to defend it.

WASHINGTON (AP) ? House Republicans unexpectedly pledged an immediate review of President Barack Obama's jobs proposals on Friday as he launched a public campaign for urgent passage of his day-old $447 billion program of tax cuts and new spending. "The time for gridlock and games is over," the president declared.

"Nothing radical in this bill," Obama told a large crowd at the University of Richmond on the afternoon after his dramatic speech to Congress. "Everything in it will put more people back to work and more money back in the pockets of those who are working. Everything in it will be paid for."

Obama's contentions are unlikely to go unchallenged by Republicans, who have worked without letup for months to cut spending rather than increase it. But he had barely completed his remarks when Speaker John Boehner and other top House GOP leaders released their letter to him declaring "our desire to work with you to find common ground."

With unemployment at 9.1 percent, they wrote that while their own proposals may differ from Obama's "we believe your ideas merit consideration by the Congress and believe the American people expect them to be given such consideration."

The letter was far different in tone from remarks earlier in the day by Senate Majority Leader Harry Reid. Announcing plans to begin work on the legislation as soon as possible, the Nevada Democrat offered no timetable, and urged "reasonable Republicans to resist the voices of those who would oppose this legislation ? and root for our economy to fail."

They must not "continue to bow to tea party Republicans willing to do anything to hurt the president." That is hurting our economy instead, he said.

Taken together, the day's events underscored the primacy of the issue of joblessness in a country where millions have been out of work for months, true unemployment exceeds the government's measurement of 9.1 percent and the economy is barely growing.

"This has been a terrible recession," Obama said in Richmond, although by traditional guidelines, the economic downturn ended more than two years ago.

Public opinion surveys show Obama's approval sinking, but Congress' own marks are exceedingly low, and one of the major unknowns when lawmakers returned from their August vacation was whether political leaders would reach for compromise, or at least disagree more politely than they had this summer.

The president emphasized repeatedly in his speech to a joint session of Congress on Thursday night that his recommendations had been embraced in the past ? and in some cases authored ? by Republicans.

The centerpiece of his plan is lower Social Security payroll taxes for individuals and businesses, along with new tax credits for companies that hire the long-term unemployed or veterans. Obama also wants to extend the program that provides unemployment benefits through 2012, and renew an existing tax break for businesses that purchase new equipment.

The tax component totals $253 billion, according to the White House, and is accompanied by $194 billion in spending increases.

Much of the spending would go for school construction, highways, bridges and other projects, and states would receive funds to pay teachers and first responders who might otherwise be laid off.

Despite expressions of urgency, it could be weeks or months before debate begins on the floor of the House or Senate on the president's recommendations.

The White House is not expected to present Congress with formal legislation until the week after next, when the president outlines additional proposals to offset the cost of his tax cuts and new spending.

Additionally, Democratic officials said the White House wanted to allow time for Obama to make the case publicly for his program before formal debate begins in Congress. The president is expected to fly to Ohio and North Carolina next week for appearances along the same lines as the one he made in Richmond ? House Majority Leader Eric Cantor's district ? on Friday.

Nor is it clear what role a newly appointed debt reduction committee might play in considering Obama's proposals. That panel began work on Thursday and is charged with producing legislation by Nov. 23 that includes a net reduction of at least $1.2 trillion on deficits over the next 10 years.

Unlike routine legislation, any measure produced by the committee is guaranteed a yes-or-no vote in both houses of Congress and cannot be amended.

In their letter to the president, Boehner, Cantor, Reps. Kevin McCarthy of California and Jeb Hensarling of Texas said the House would "immediately begin the process of reviewing and considering your proposals" and would identify "modifications and additional ideas that could achieve economic growth."

They made clear they would seek passage of legislation to roll back government regulations they have identified as job killers.

They also renewed their call for the president to submit free trade agreements to Congress covering Colombia, South Korea and Panama. The White House is demanding simultaneous approval of legislation to renew benefits for workers who lose their jobs as a result of imports.

Obama's tone was playful at times as he spoke in Richmond, with an undercurrent of frustration at congressional Republicans who have tried to impose their agenda on his own for most of the year.

"I'm an optimistic person. I believe in America. I believe in our democracy. I believe that if you just stay at it long enough, eventually, after they've exhausted all the options, folks do the right thing," he said.

"So I'm asking all of you to lift up your voices, not just here in Richmond -- anybody watching, listening, following online -- I want you to call, I want you to email, I want you to tweet, I want you to fax, I want you to visit, I want you to Facebook, send a carrier pigeon. I want you to tell your congressperson, the time for gridlock and games is over.

"The time for action is now. The time to create jobs is now," he said to applause.

In their letter, Boehner and the GOP leadership said they assumed Obama's ideas were not presented "as an all-or-nothing proposition."

That was a point Cantor in particular had made earlier in a conversation with reporters in the Capitol.

He rejected what he said was Obama's insistence on "all-or-nothing," adding, "That's not the way to do business. No one does business that way."

Despite Cantor's assertion, Obama did not use the phrase "all or nothing" his speech, and did not ask lawmakers to pass his plan without any changes.

Appalachian tiger swallowtail butterfly is a hybrid of two other swallowtails, scientists find

ScienceDaily (Sep. 8, 2011) ? Flitting among the cool slopes of the Appalachian Mountains is a tiger swallowtail butterfly species that evolved when two other species of swallowtails hybridized long ago, a rarity in the animal world, biologists from The University of Texas at Austin and Harvard University have found.

They discovered that the Appalachian tiger swallowtail, Papilio appalachiensis, evolved from mixing between the Eastern tiger swallowtail, P. glaucus, and the Canadian tiger swallowtail, P. canadensis. The Appalachian tiger swallowtail rarely reproduces with its parental species and is a unique mixture of the two in both its outward traits and inward genetic makeup.

Their research is published in PLoS Genetics.

"How new species form is one of the central questions in evolutionary biology," says Krushnamegh Kunte, a post-doctoral research fellow at Harvard who began his research as a graduate student at The University of Texas at Austin. "Hybrid speciation is more common in plants, but there are very few cases in animals. This study may create the fullest picture we have to date of hybrid speciation occurring in an animal."

Kunte and colleagues studied three of the eight species of North American tiger swallowtail butterflies. These large insects are generally recognized by yellow wings with black stripes and small "tails" on their hind wings.

Of the three species, Eastern tiger swallowtails prefer warmer climes and lower elevations, and the females come in two different forms. They are either striped (yellow and black) or almost entirely black, the latter mimicking a poisonous butterfly called the Pipevine swallowtail, Battus philenor. Canadian tigers are only striped yellow and black, and found in cooler habitats at higher latitudes and elevations.

The Appalachian tiger exhibits a mix of those traits. It shares an affinity for cooler habitats with the Canadian tiger, while sharing the ability to mimic the black Pipevine swallowtail with the Eastern tiger.

Digging into the butterflies' genomes, the scientists found that the Appalachian tiger inherited genes associated with cold habitats from males of the Canadian tiger, and inherited a gene for mimicry from Eastern tiger females.

They also found that the Appalachian tiger's genome has become significantly distinct from the genomes of its two parental species, even though the butterflies come into contact with each other in the wild (the Appalachian tiger's range nudges against the Canadian tiger in the northern Appalachian Mountains and against the Eastern tiger in the lower elevations surrounding the mountains).

The conventional view of speciation is that one species splits into two over time. With time, the new "sister" species become more and more reproductively isolated from each other.

In the case of hybrid speciation, new species are formed when two species interbreed to create viable hybrids that then evolve on their own. This can occur when two young species haven't yet evolved over a long enough period to be completely reproductively isolated.

Kunte says this is probably the case with these tiger swallowtails. The Eastern and Canadian tigers diverged from each other a mere 600,000 years ago. The Appalachian tiger seems to have diverged from both the parental species only about 100,000 years ago.

"That's not a very long time," says Kunte, "but still we found that the Appalachian tiger has been isolated long enough to have a different appearance and genetic makeup than its parent species."

As for identifying the species in the wild, Appalachian tigers are twice the size of Canadian tigers. Kunte says it's a bit more difficult to distinguish the Eastern and Appalachian tigers. The Eastern tiger has more blue on the hind wing and a spotted yellow band on its forewing underside compared with a solid broad band on the Appalachian tiger.

"Once you train your eyes to tell them apart," says Kunte with a confidence that comes from years of collecting butterflies, "they are relatively easy to distinguish."

Kunte's coauthors include Marcus Kronforst at Harvard, and his graduate advisers Larry Gilbert and Tom Juenger at The University of Texas at Austin. The research was funded in part by the National Science Foundation and the National Institutes of Health.

Wisconsin official told DMV not to push free voter ID cards

MADISON (Reuters) - A Wisconsin official has discouraged state workers from volunteering information about free IDs available under a controversial voter identification law that critics complain is designed to suppress votes, a memo leaked on Wednesday showed.

The memo, provided to the press by Democratic State Senator Jon Erpenbach, was likely to fan concerns among critics of the Republican-backed law that it aimed to suppress votes of thousands of otherwise eligible Wisconsin voters.

In the memo, a top aide in the state transportation department told staffers in the motor vehicle department, which is responsible for issuing the free IDs, to "refrain from offering" them to customers who do not specifically ask for them.

"Questions on what kind of ID is needed for voting," the aide, Steven Krieser, wrote in the July 1 memo, "should be directed to the Government Accountability Board."

The voter ID law was part of a broader conservative program pushed through Wisconsin's Republican-controlled legislature earlier this year by Governor Scott Walker, who took office in January.

That program, which has divided the state along partisan lines and led to a record number of recall elections, has also included curbs on the collective bargaining rights of public workers, deep budget cuts and an easing of restrictions on the carrying of concealed weapons.

Krieser, who confirmed the authenticity of the memo, said he was simply trying to make sure DMV employees honored the intent of lawmakers who passed the law, which does not obligate DMV workers to tell applicants they are entitled to a free ID if they plan to use it to vote.

"The DMV is applying the voter ID law that the legislature provided to it," Krieser told Reuters.

"It says the customer has to request it. So we've taken the strict reading of the statute and that's how we've implemented it. That's all that the memo was getting at."

RECORDS REQUEST

Scot Ross, the head of One Wisconsin Now, a group opposed to the voter ID law, called the memo "a smoking gun" that proved the measure was designed to disenfranchise the poor, students and minorities, who are less likely to have state-issued identification and more likely to vote for Democrats.

Ross said his group would file an open records request with the Wisconsin Department of Transportation to obtain "all communications and e-mails related to the issuance of state identification cards for the purposes of voting under the state's voter identification bill."

Advocates of voter ID laws, which have also been passed this year in Texas, Alabama, Kansas, South Carolina, Tennessee and Rhode Island, say the rules are needed to combat voter fraud.

Opponents say evidence of widespread fraud is nonexistent. The Advancement Project, a national civil rights legal group, has called the laws "the largest legislative effort to scale back voting rights in a century."

Because voters who do not assert that they are seeking the free ID will be charged a $28 fee for the document, critics see the law as illegal because it may disenfranchise voters who don't pay.

Last week, a top official with the Wisconsin state bar asked the U.S. Department of Justice to review the law, which was passed by the state legislature and signed into law in May.

In her letter to Holder, Sally Stix, the chairwoman of the state bar's civil rights and liberties section, said the voter ID law, which will take effect early next year in time for spring primaries and the fall general election, should be "subjected to the highest scrutiny."

That review, she said, should include a probe of the underlying legislative process "to determine whether or not there was any unlawful intent" by lawmakers who supported the change and to see if DMV employees were doing enough to make sure prospective voters get the free cards, she said.

A 2005 University of Wisconsin study found 59 percent of Hispanic women and 55 percent of African-American men in the Milwaukee area lacked a valid state-issued photo ID.
